In relation to the situation in Ukraine, the International Criminal Court’s (ICC) Pre-Trial Chamber II issued arrest warrants for Mr. Vladimir Vladimirovich Putin and Ms. Maria Alekseyevna Lvova-Belova on March 17, 2023.
According to articles 8(2)(a)(vii) and 8(2)(b)(viii) of the Rome Statute, Mr. Vladimir Vladimirovich Putin, who is currently the president of the Russian Federation, is accused of committing the war crimes of wrongful deportation of population (children) and wrongful transfer of population (children) from occupied areas of Ukraine to the Russian Federation.
The crimes were allegedly committed in Ukrainian occupied territory at least from 24 February 2022.
According to article 25(3)(a) of the Rome Statute, there is reason to believe that Mr. Putin is personally liable for the crimes listed above due to I having committed the acts directly, jointly with others, and/or through others, and (ii) failing to properly exercise control over civilian and military subordinates who committed the acts or permitted their commission and who were under his effective authority and control.
According to articles 8(2)(a)(vii) and 8(2)(b)(viii) of the Rome Statute, Ms. Maria Alekseyevna Lvova-Belova, who serves as the Russian Federation’s Commissioner for Children’s Rights, is accused of committing the war crimes of wrongful deportation of population (children) and wrongful transfer of population (children) from occupied areas of Ukraine to the Russian Federation.

According to article 25(3)(a) of the Rome Statute, there are good reasons to suspect that Ms. Lvova-Belova is personally liable for the crimes listed above, whether she committed them alone, jointly with others, or indirectly via others.
Based on the prosecution’s applications, Pre-Trial Chamber II determined that there are good reasons to believe that each suspect is accountable for the war crimes of population deportations and population transfers that harm Ukrainian children from occupied Ukrainian territory.
The Chamber believed that the warrants should be kept secret to protect the investigation, witnesses, and victims. The Chamber, however, decided that it is in the interests of justice to give the Registry permission to publicly disclose the existence of the warrants, the names of the suspects, the crimes for which the warrants are issued, and the modes of liability as established by the Chamber.
This is because the conduct addressed in the current situation is allegedly ongoing, and public knowledge of the warrants may help prevent the further commission of crimes.
